When the Muslims were driven out of Malta where they practiced Jizya, a per capita punitive taxation levied on dhimmis (non-Muslims), the Mafia continued the practice. Under Islamic rule the Jizya taxation was so severe that it was sometimes easier to convert to Islam. Often the Islamic rulers refused to allow conversion so as to maintain income from the protection racket
